The LNT Report reads like a true-crime story, because that’s just what it is. 

Nearly a century ago, American scientist Hermann Muller claimed that there is no safe dose of radiation and that all doses are cumulative. With no solid evidence to back him up, he boldly asserted that harm occurs in a linear fashion (the more radiation, the more harm) and that there is no safety threshold, all the way down to zero dose.

Muller never proved his claims, and in all the years since neither has anyone else. Even so, his infamous linear no-threshold (LNT) hypothesis has become the underlying basis of virtually all safety regulations for nuclear power—but curiously, not for nuclear medicine. This persistent assumption of harm in the absence of evidence has stoked our nuclear fears and needlessly driven up the cost of nuclear power.
